Do not assume that every address using “Baltimore” qualifies as Baltimore City residence. Check the actual jurisdiction requested by the program. The BARCS city-only rule and a Baltimore County animal-license application answer different administrative questions.

Baltimore County provides its own animal-license process and asks for a valid rabies certificate. Use the county’s current instructions if that is where the pet lives, rather than buying a city license because it appears next to a clinic advertisement. This guide does not determine an individual address’s jurisdiction.

For insurance, report the actual home address regardless of where routine care takes place. Keep the issued policy, vaccination certificate and municipal license as separate documents. A move may require updates to more than one system, and changing one does not automatically update the others.
